Unos doce mil barcos que transportan mercancías peligrosas atraviesan el Archipiélago por los dos corredores de aguas internacionales existentes entre Tenerife y Gran Canaria y entre Gran Canaria y Fuerteventura, según declaró ayer a este periódico el Capitán Marítimo de Canarias, Antonio Padrón. El responsable de la seguridad en nuestras aguas detalló que, felizmente, el reconocimiento que hace seis años hizo la Organización Marítima Internacional (OMI) de las peculiaridades medioambientales canarias permite el control de dichas embarcaciones al atravesar una zona de especial seguridad marítima.
“Fue un logro absoluto de las autoridades españolas que tuvo su motor en la Delegación de Gobierno con José Segura”, recuerda Padrón, “ya que además de controlar el tráfico en estos corredores se prohibió la navegación de los barcos de estas características en las costas más protegidas”, en alusión a las reservas marinas.
Estos barcos que transportan mercancías peligrosas llevan en sus bodegas desde petróleo y otros combustibles a explosivos y hasta basura radioactiva. “Desde que van a entrar en aguas de Canarias tienen que reportar, es decir, tienen que ponerse en contacto con nosotros e identificarse plenamente; esa información es vital y, aunque siempre puede producirse un accidente, estamos muchísimo mejor que hace seis años”.
A este respecto, Padrón considera que el Archipiélago cuenta con una dotación suficiente para hacer frente a la exigencia de la seguridad marítima. “Estas Islas suponen un reto enorme porque hablamos de controlar una extensión de, aproximadamente, un millón de metros cuadrados, pero estoy en condiciones de asegurar que Canarias es, hoy por hoy, la región de España mejor cubierta en cuanto a medios e, incluso, una de las mejores de Europa”.
Y es que la Capitanía Marítima cuenta hoy día con “patrulleras de medio tonelaje, las Guardamar, y las embarcaciones de intervención rápida, las Salvamar, que, junto a los medios aéreos con los que disponemos, nos permite dar una respuesta adecuada a los incidentes a los que nos enfrentamos”.
“La seguridad marítima internacional avanza con cada tragedia: históricamente es así y empezó con el Titanic; desde luego que con el Prestige también se han adoptado nuevas medidas”, explica el capitán marítimo de Canarias a cuenta de la tragedia de 2002 en las costas gallegas, cuyo juicio acaba de celebrarse.
Son dos las novedades en la normativa aprobada tras el naufragio que vertió decenas de miles de toneladas de fueloil en el litoral de Galicia, tal y como detalla Padrón: “Por un lado se agilizó la prohibición para que los petroleros monocasco naveguen en Europa. Estados Unidos ya lo había aprobado con motivo del Exxon Valdez [otro vertido de petróleo catastrófico, este en 1989 en Alaska] y Europa se había sumado cuando se hundió el Erika [frente a Bretaña, apenas nueve meses después del Exxon Valdez]”.
En cuanto a la segunda, el especialista detalla que a partir de entonces “la Unión Europea audita a las sociedades de calificación, que en muchos países son las que certifican si el buque está o no en condiciones de navegar y si, en resumen, cumple con la normativa vigente”. Tal circunstancia no se produce en España, cuyas autoridades evalúan por sí mismas a las embarcaciones.
