In high-performance design, it is common to see vias surrounding PCB mounting hole structures as a means to hold layers together. In order to achieve this, you have to use a PTH mounting hole PCB design where the metalized plating connects to the ground plane. Connecting the mounting holes to ground will mainly reduce EMI and provide a stable reference potential. When these holes are connected to ground, the discharge path will be provided, thus improving the overall EMC of your device. The mounting holes of the PCB that are grounded indeed connect the internal ground planes of your circuit with the chassis to eliminate electrical noise. Mixing up the two can result in serious assembly mistakes or electrical shorts, for example, with grounded PCB mounting holes versus signal vias.
